Cooperation with Ukraine by Programme Pillar<\/h2>\n1. European Integration<\/h3>\n
Negotiations on Chapter 22 of the EU acquis, covering regional policy, cohesion policy and structural instruments, are at the top of Ukraine\u2019s agenda. The programme contributes expertise and supports the empowerment of Ukrainian structures within the frameworks of regional policy and EU cohesion policy. This is carried out in cooperation with Ukraine\u2019s negotiating team for Chapter 22, \u201cRegional Policy and Coordination of Structural Instruments\u201d, led by the Ministry for Communities, Territories and Infrastructure Development of Ukraine, under Minister Vitaliy Bezgin.<\/p>\n
This pillar connects Slovenian stakeholders and operates in partnership with the Ministry of Cohesion and Regional Development of the Republic of Slovenia, on the basis of an agreement signed with the Centre for European Perspective (CEP).<\/p>\n
2. Pilot Initiatives<\/h3>\n
The programme supports concrete local development projects arising from inter-municipal partnerships and developed through mentoring programmes between Slovenian and Ukrainian municipalities. One such project currently under way is the establishment of a sustainable waste-management system in Samar District, Dnipropetrovsk Oblast, which has a population of approximately 167,000 across eight municipalities.<\/p>\n
3. Regional Development and Partnership-Based Development Projects<\/h3>\n
We work through long-term, mutually beneficial partnerships and connections between Slovenia and Ukraine\u2014not solely through an asymmetrical knowledge-transfer model\u2014at the level of regions, municipalities, and local and regional development actors and other stakeholders. Slovenia is a highly valued and recognised donor and partner.<\/p>\n
We promote Slovenian good practices, expertise, solutions, private-sector knowledge and innovations in areas of particular thematic relevance to Ukraine\u2019s recovery, development and modernisation. We also share relevant experience from Slovenia\u2019s own development and European integration path.<\/p>\n
To date, local-level mentoring programmes have resulted in the preparation of 20 development project proposals. We advocate the central role of local and regional authorities in Ukraine\u2019s recovery and development processes and support their empowerment in line with the principles of good governance. We also draw on the thematic strengths of Slovenia\u2019s stakeholder network, including expertise in accessing grant funding and project management.<\/p>\n
In 2026, we further developed our approach through cluster-based cooperation, bringing together broader networks of stakeholders around specific themes and generating new projects.<\/p>\n
4. The Economy pillar<\/h3>\n
Through targeted activities in Slovenia and Ukraine, the programme supports the development of local economies and business-support ecosystems in Ukrainian cities and regions. It engages Slovenian development stakeholders, chambers of commerce, business clusters, Strategic Research and Innovation Partnerships (SRIPs), SPIRIT Slovenia, the Chamber of Commerce and Industry of Slovenia, and individual companies. At the same time, we promote the potential of Slovenia\u2019s private sector, including its expertise, innovative SME solutions and start-up companies. Through our knowledge of local conditions, recovery and development needs, connections and partnerships, we help empower Slovenian companies to enter foreign markets and access development funding. We develop pilot cases for scalable projects involving Slovenian consortia of companies and other stakeholders.<\/p>\n
5. External Coordination<\/h3>\n
Through the coordination platform convening under the auspices of the programme, we connect Slovenian stakeholders working on recovery and development in Ukraine, with the aim of promoting more coordinated, rational and synergistic action. We also raise awareness among the Slovenian public of the long-term objectives and benefits of international development cooperation in Ukraine and beyond. These include mutual learning, exchanges, opportunities for businesses and long-term benefits for both countries.<\/p>\n","protected":false},"excerpt":{"rendered":"
